Cost of living — how to measure it and why Florianópolis is more expensive

checked 4 sources · 7 min readTranslated from the Russian original
In short

The only single metric for cost of living that can be named honestly and with a date is the DIEESE food basket: in August 2026 in Florianópolis it cost R$ 850.90, placing it fourth among 27 state capitals, at 56.75% of the net minimum wage. By this measure Floripa is more expensive than most Brazilian capitals and is surpassed only by São Paulo, Cuiabá and Rio de Janeiro. The second metric is rent: by the FipeZAP index for August 2026 the average asking price in Florianópolis is R$ 61.19 per m² per month, fifth among 22 capitals, almost level with Rio; forty square meters — about R$ 2,450 without condomínio and IPTU. A necessary caveat: the index counts listing prices, not signed contracts. There are no totals here for transport and utilities: for them there is no source with a methodology and observation date.

A metric you can use

DIEESE together with Conab calculates monthly the cost of a set of basic food items for one adult in the 27 state capitals. It is a convenient benchmark for three reasons: the figure is published every month, it is comparable between cities and it is immediately converted into hours of work and into a share of the minimum wage.

August 2026, top and bottom parts of the list:

CapitalBasketShare of net minimum wageHours of work
São PauloR$ 900.5960.06%122 h 14 m
CuiabáR$ 851.5756.79%115 h 34 m
Rio de JaneiroR$ 851.1956.77%115 h 31 m
FlorianópolisR$ 850.9056.75%115 h 29 m
Porto AlegreR$ 839.3455.98%113 h 55 m
Campo GrandeR$ 805.1353.70%109 h 16 m
CuritibaR$ 798.8753.28%108 h 25 m
…
SalvadorR$ 628.8941.94%85 h 21 m
NatalR$ 627.4241.84%85 h 09 m
AracajuR$ 570.9838.08%77 h 29 m

On average across the 27 capitals the basket consumes 48.46% of the net minimum wage and 98 h 37 m of work. “Net” here means after deducting the 7.5% contribution to social insurance.

An important caveat from the study itself: in the North and Northeast the composition of the basket is different, therefore the column with the amount does not compare exactly the same thing. The gap between Floripa and Aracaju is partly different product sets, not only different prices.

How much is “needed” according to DIEESE

The Constitution says that the minimum wage should be enough for a worker and his family for food, housing, health, education, clothing, hygiene, transport, leisure and pension contributions. Based on this DIEESE calculates monthly the necessary minimum: in August 2026 for a family of four this is R$ 7,565.86 — 4.67 times the current minimum wage of R$ 1,621. A year earlier the ratio was 4.71.

This is not a norm and not a forecast, but a way to measure the gap. It must not be used as “this is how much a family needs”: the calculation is based on the country’s most expensive basket, in August 2026 — São Paulo’s.

Trends, not only the level

  • From the beginning of 2026 to August the basket rose in all 27 capitals, from 2.82% in Brasília to 12.29% in Porto Velho. But within August itself it fell in 25 of the 27 capitals.
  • In Florianópolis over 12 months — +3.38%, since the start of the year — +6.19%, for August — minus 1.14%. In June the basket here cost R$ 918.42 — the R$ 67 difference with August shows how fast this figure moves.
  • Individual products move in different directions: over a year coffee got cheaper everywhere except Macapá, while potatoes rose in price in all 11 capitals where they are counted. Black beans in Floripa increased by 17.19% over the year.

For comparison with general inflation: IPCA for 12 months to August 2026 — +4.22%, since the start of the year — +3.11%, in August national prices fell by 0.32%. IBGE does not calculate a separate IPCA for Florianópolis: the city is not included among the agglomerations it covers.

When planning a budget, use annual figures rather than monthly ones, and plan to recalculate at least once every six months.

Rent: the figure exists, and it’s about listings

FipeZAP Index, data for August 2026. The index is calculated by Fipe — the economics institute at USP — together with classifieds portals; coverage is 36 cities, of which 22 are state capitals, and the publication is monthly. A point of methodology, essential to reading the figure: these are listing prices of new rentals, not signed contracts. In other words “what is asked”, not “what is paid”.

Four things follow from this number.

Floripa on par with Rio. By rent per square metre the island ranks fifth among the capitals, 21 centavos per m² behind Rio de Janeiro; in May 2026 it was fourth, ahead of Rio, but Rio has since become noticeably more expensive. This agrees with the fourth place in the food basket: the city is expensive in more than one category.

The island is more than one and a half times as expensive as mainland Santa Catarina. 61.19 versus 38.34 in Joinville — the state’s largest city. The difference is not in housing quality but in the fact that supply on the island is limited by geography.

The basket is an average, not a verdict. Price dispersion between stores in one city on individual items reaches hundreds of percent, and people save more on this than by choosing a different neighbourhood: where to buy what — in Groceries in Brazil — where to buy and why prices vary so much (in Russian).

But it grows more slowly than others. Over twelve months to August 2026 rent in Florianópolis rose by +2.82% compared with +9.16% for the index overall and +4.22% IPCA inflation for the same period — that is, in real terms it fell. Since the start of 2026 the increase is +1.62%, in August +0.57%. For comparison over 12 months: Fortaleza +16.81%, Rio +14.18%, Brasília +9.98%.

How to use this: multiply by area. Forty square metres as of August 2026 — about R$ 2,450 of monthly asking rent, plus condomínio and IPTU, which the index does not include. The contract and everything beyond the rent — in Renting housing — guarantees, deposit and tenant's rights; the island’s seasonal trap, which makes a year-long contract harder to find in December–February — in Living in Florianópolis — the island through the eyes of a resident, not a tourist.

What is not in this entry and why

Transport, electricity, internet, school, healthcare — there are no totals for them here. The reason: a number without an official source and an observation date is worse than its absence, and for these items all that is publicly available is aggregators without methodology or news without primary data. Rent came off this list because an index with methodology and monthly publication was found for it. The rest are broken down by spending category, not by a single amount:

Why Floripa is more expensive

Fourth place in the basket is not an accident and not seasonal: the city consistently stays in the upper part of the list together with São Paulo and Rio. What follows from this for someone moving here — in Living in Florianópolis — the island through the eyes of a resident, not a tourist, where seasonality of housing demand and neighbourhood differences are analysed.
