Where to go in Florianópolis — Detran, Receita, INSS, Defensoria

Detran/SC — licenses, CNH, vehicle

The list is maintained by the agency itself, so the entries are named specifically.

Email for vehicles [email protected], for licences [email protected]. Appointments for in-person service are made via the Detran Digital app, through a despachante or a driving school (CFC).

Receita Federal — CPF, tax return, parcels

Rua Claudino Bento da Silva, 11, Centro, CEP 88010-130. In-person service by appointment through the agency portal; some CPF services are handled by email at [email protected], customs matters — [email protected].

The agency lists two entry points in Florianópolis: its own service centre (CAC) and a partner point at the lawyers' association (OAB).

INSS — contributions, pension and foreign work time

General access has no street address: phone 135 and the Meu INSS app. An appointment is mandatory; without it you will not be accepted at the agency.

For foreigners there is a more important address. INSS has a separate unit for international agreements, and the agency names it specifically: Agência da Previdência Social — Atendimento Acordos Internacionais, Rua Felipe Schmidt, 331, 4th floor, room 19.002, Centro, CEP 88010-000, phones (48) 4042-7718 and (48) 4042-7731, email [email protected]. It handles matters under bilateral social security agreements, that is, any case where work time was earned outside Brazil.

Secondary directories place the general "Florianópolis-Centro" agency at the same address on Rua Felipe Schmidt, 331, but there is no confirmation of this. Therefore for ordinary questions it is more reliable to start with an appointment by calling 135: they will give the address together with the appointment time.

Defensoria — free lawyer

Two different agencies, and confusing them is costly.

Defensoria Pública da União (DPU) handles federal matters: migration, asylum, INSS, federal courts. Florianópolis — Rua Almirante Lamego, 1386, Centro, CEP 88015-601, (48) 3221-9400. Phone 09:00–17:00, in person 10:00–16:00 by appointment. Separately: migration and asylum — only WhatsApp (48) 3221-9420, emergency line for threats to life — (48) 99858-0043. The unit serves Florianópolis and fifteen other municipalities.

Defensoria Pública do Estado (DPE/SC) handles state matters: rent, family, consumer affairs, criminal cases in state courts. The network across the state has 26 núcleos, headquartered in Florianópolis: Av. Rio Branco, 919, Centro Executivo Rio Branco building, Centro, CEP 88015-205. Service at the capital núcleo — Monday to Thursday, queue tickets from 08:00, service 12:00–19:00, first come, first served.

A caveat about the source is more important than the address itself. The Defensoria site is closed to automated reading: the list of núcleos, the homepage, the ombudsman page and the appointment portal return 403 — verified by five methods on 6 Aug 2026. The address and hours here were compiled from Defensoria's own documents and from government publications, not taken from its page. Check before travelling.
